raja ke kartavy ka varnan, yudhishthir ka rajy se virakt hona evan bhishmaji ka punah rajy ki mahima sunana

yudhishthir ne poochha-pitamah! raja jis vritti se rahane par apane prajajanoan ki unnati karata haian aur svayan bhi vishuddh lokoan par vijay prapt kar leta haian, vah mujhe bataiye. bhishmaji ne kaha-bharatanandan! raja ko sada hi danashili, yajnashil, upavas aur tapasya mean tatpar evan prraja-palan mean sanlagn rahana chahiyean. samast prajaoan ka sada dharmanpoorvak palan karane vale raja ko ghar par aye hue dharmaantma purushoan ka kh da hokar svagat karana chahiye aur uttam vastuean dekar unaka adar-satkar karana chahiye. raja dvara jab jis dharm ka adar kiya jata haian usaka phir sarvatr adar hone lagata haian, prajavarg ko vahi karana achchha lagata haian. raja ko chahiye ki vah shatruoan ko yamaraj ki bhaanti sada danh d dene ke liye udyat rahe. vah dakuoan aur luteroan ko sab or se pak dakar mar dale. svarthavash kisi dusht kean aparadh ko kshama n kare. bharat! raja dvara surakshit huee praja yahaan jis dharm ka acharan karati haian, usaka chaiantha bhag raja ko bhi mil jata haian. praja jo svadhyay, jo dan, jo hom aur jo poojan karati haian, un puny karmoan ka ek chaithaee bhag us praja ka dharmapoorvak palan karane vala naresh prapt kar leta haian. bharatanandan! yadi raja praja ki raksha nahian karata to usake rajy mean praja jo kuchh bhi ashubh kary karati haian, us papakarm ka ek chaianthaee bhag raja ko bhogana p data haian. prithvipate! kuchh logoan ka mat haian ki uparyukt avastha mean raja ko poore pap ka bhagi hona p data haian, aur kuchh logoan ka yah nishchay haian ki usako adha pap lagata haian. aisa raja kroor aur mithyavadi samajha jata hai.

aise pap se raja ko kis upay se chhutakara milata haian, vah batata hooan, suno. choroan ya luteroan ne yadi kisi ke dhan ka apaharan kar liya ho aur raja pata lagakar us dhan ko lauta n sake to us asamarthan naresh ko chahiye ki vah apane ashray mean rahane vale us manushy ko utana hi dhan rajakiy khajane se de de. sabhi varn ke logoan ko brahmanoan ke dhan ki bhi raksha usi prakar karani chahiye jis prakar svayan brahmanoan ki. jo brahmanoan ko kasht pahuanchata ho, use raja ko apane rajy mean nahian rahane dena chahiye. brahman ke dhan ki raksha ki janepar hi sab kuchh rakshit ho jata hai; kyoanki un brahmanoan ki kripa se raja kritarth ho jata haian. jaise sab prani meghoan ke aur pakshi vrikshoan ke sahare jivan-nirvah karate haian, usi prakar sab manushy sampoornan manorathoan ki siddhi karane vale raja ke ashrit hokar jivanayapan karatean haian. jo raja kamasakt ho sada kam ka hi chintan karane vala, kroor aur atyant lobhi hota hai, vah praja ka palan nahian kar sakata. yudhishthir ne kaha-pitamah! maian rajy se sukh milane ki asha rakhakar kabhi ek kshan ke liye bhi rajy karane ki ichchha nahian karata. maian to dharm ke liye hi rajy ko pasand karata tha; parantu maloom hota hai ki isamean dharm nahian haian.
