raja ke dharmanukool nitipoorn bartav ka varnan

bhishm ji kahate hai- yudhishthir! raja ko sada hi udhogashil hona chahiye. jo udyog chhodakar stri ki bhaanti bekar baitha rahata hai, us raja ki prashansa nahian hoti hai. prajanath! is vishay mean bhagavan shukrachary ne ek shlok kaha hai, use maian bata raha hooan. tum yahaan ekagrachitt hokar mujhase us shlok ko suno. jaise saanp bil mean rahane vale choohoan ko nigal jata hai, usi prakar doosaroan se l daee n karane vale raja tatha vidyadhyayan adi ke liye ghar chho dakar anyatr n jane vale brahman ko prithvi nigal jati hai ( arthath ve purusharth sadhan kiye bina hi mar jate hai ). atah narashreshth! tum is bat ko apane hady mean dharan kar lo, jo sandhi karane ke yogy hoan, unase sandhi karo aur jo virodh ke patr hoan, unaka datakar virodh karo. rajy ke sat aang hai- raja, mantri, mitr, khajana, desh, durg aur sena. jo in sat aangoan se yukt rajy ke viparit acharan kare, vah guru ho ya mitr, mar dalane ke hi yogy hai. rajendr! poorvakal mean raja maroott ne ek prachin shlok ka gan kiya tha, jo brihaspati ke matanusar raja ke adhikar ke vishay mean prakash dalata hai. ghamand mean bharakar kartavy aur akartavy ka jnan n rakhane vala tatha kumarg par chalane vala manushy yadi apana guru ho to use bhi dand dene ka sanatan vidhan hai. bahu ke putr buddhiman raja sagar ne to puravasiyoan ke hit ki ichchha se apane jyeshth putr asamanja ka bhi tyag kar diya tha.
nareshvar! asamanja puravasiyoan ke balakoan ko pakadakar sarayoo nadi mean duba diya karata; atah usake pita ne use dutkarakar ghar se bahar nikal diya. uddalak rrishi ne apane priy putr mahatapasvi shvetaketu ko keval is aparadh se tyag diya ki vah brahmanoan ke sath mithya eanv kapatapoorn vyavahar karata tha. atah is lok mean prajavarg ko prasann rakhana hi rajaoan ka sanatan dharm hai. saty ki raksha aur vyavahar ki saralata hi rajochit kartavy hai. doosaroan ke dhan ka nash n kare. jisako jo kuchh dena ho, use vah samay par dilane ki vyavastha kare. parakrami, satyavadi aur kshamashil bana rahe- aisa karane vala raja kabhi pathabhrashh‍tanahian hota. jisane apane man ko vash mean kar liya hai, krodh ko jit liya hai tatha shastroan ke siddhant ka nishchayatmak jnan prapt kar liya hai, jo dharm, arth kam aur moksh ke prayatn mean nirantar laga rahata hai, jise tinoan vedoan ka jnan hai tatha jo apane gupt vicharoan ko doosaroan par prakat nahian hone deta hai, vahi raja hone yogy hai, praja ki raksha n karane se badhakar rajaoan ke liye dusara koee pap nahian hai. raja ko charoan varnoan ke dharmoan ki raksha karani chahiye, praja ko dharmasankarata se bachana rajaoan ka sanatan dharm hai.
raja kisi par bhi vishvas n kare. vishvasaniy vyakti ka bhi atyant vishvas n kare. rajaniti ke chhah gun hote haian- sandhi, vigrah yan, asan, dvaidhibhav aur samashray[1]. in sabake gun-doshoan ka apani buddhi dvara sada nirikshan kare.

  1. yadi shatru par chadhaee ki jay aur vah apane se balavan siddh ho to usase mel kar lena sandhi namak gun hai. yadi donoan mean saman bal ho to ladaee jani rakhana vigrah hai. yadi shatru durbal ho to us avastha mean usake durg adi par jo akraman kiya jata hai use yan kahate hai. yadi apane oopar shatru ki or se akraman ho aur shatru ka paksh prabal jan padean to us samay apane ko durg adi mean chhipaye rakhakar jo atmaraksha ki jati hai, vah asan kahalata hai. yadi chadhaee karane vala shatru madhyam shreni ka hate dvaidhibhav ka sahara liya jata hai. usamean oopar se doosara bhav dikhaya jata hai aur bhitar doosara hi bhav rakha jata hai. jaise adhi sena durg mean rakhakar atmaraksha karana aur adhi ko bhejakar shatruoan ke ann adi samagri par kabja karana adi kary dvaidhibhav niti ke antargat hai. akramanakari se pi dit hone par kisi mitr raja ka sahara lekar usake sath l daee chhe dana samashray kahalata hai.
