praja se kar lene tatha kosh-sangrah karane ka prakar


yudhishthir ne poochha- param buddhiman pitamah! jab raja poornatah samarth ho- us par koee sankat n aya ho, to bhi yadi vah apana kosh badhana chahe to use kisi tarah ka upay kam mean lana chahiye, yah mujhe bataiye. bhishm ji ne kaha- rajanh! dharm ki ichchha rakhane vale raja ko desh aur kal ki paristhiti ka dhyan rakhate hue apani buddhi aur bal ke anusar praja ke hit sadhan mean sanlagr rahakar use apane anushasan mean rakhana chahiye. jis prakar se kam karane par prajaoan ki tatha apani bhi bhalaee samajh mean ave, vaise hi samast karyoan ka raja apane rashtr mean prachar kare. jaise bhauanra dhire-dhire phool evan vriksh ka ras leta hai, vriksh ko katata nahian hai, jaise manushy bachh de ko kasht n dekar dhire-dhire gay ko duhata hai, usake thanoan ko kuchal nahian dalata hai, usi prakar raja komalata ke sath hi rashtr roopi gau ka dohan kare, use kuchale nahian. jaise joank dhire-dhire sharir ka rakt choosati hai, usi prakar raja bhi komalata ke sath hi rashtr se kar vasool kare. jaise baghin apane bachche ko daanto se pak d kar idhar-udhar le jati hai; parantu n to use katati hai aur n usake sharir mean pi da hi chahuanchane deti hai, usi tarah raja komal upayoan se hi rashtr ka dohan kare.

jaise tikhe datoan vala chooha soye hue manushy ke pair ke maans ko aisi komalata se katata hai ki vah manushy keval pair ko kampit karata hai, use pi da ka jnan nahian ho pata. usi prakar raja komal upayoan se hi rashtr se kar le, jisase praja dukhi n ho. pahale tho da-tho da kar lekar phir dhire-dhire use badhave aur us badhe hue kar ko vasool kare. usake bad samayanusar phir usamean tho di-tho di vriddhi karate hue kramashah rahe (taki kisi ko vishesh bhar n jan p de). jaise bachh doan ko pahale-pahale bojh dhone ka abhyas karane vala purush unhean prayatn poorvak nathata hai aur dhire-dhire un par bhi kar ka bhar pahale kam rakhe; phir use dhire-dhire badhave. yadi unako ek sath nath kar un par bhari bhar ladana chahe to unhean kaboo mean lana kathin ho jayaga; atah uchit dhang se upayog mean lana chahiye. aisa karane se ve poora bhar vahan karane ke yogy ho jayange. atah raja ke liye bhi sabhi purushoan ko ek sath vash mean karane ka prayatn dushkar hai, isaliye use chahiye ki pradhan-pradhan manushyoan ko madhur vachanoan dvara santvana dekar vash mean kar le; phir any sadharan manushyoan ko yathesht upayog mean lata rahe.

tadanantar un paraspar vichar karane vale manushyoan me bhed dalavakar raja sabako santvana pradan karata hua bina kisi prayatn ke sukh poorvak sab ka upabhog kare. raja ko chahiye ki paristhiti aur samay ke pratikool praja par kar ka bojh n dale. samay ke anusar praja ko samajha-bujhakar uchit riti se kramashah kar vasool kare. rajan! maian ye uttam upay batala raha hooan. mujhe chhal-kapat ya kootaniti ki bat batana yahaan abhisht nahian hai. jo log uchit upay ka ashray n lekar manamane taur par ghodo़ ka daman karana chahate haian, ve unhean kupit kar dete haian ( isi tarah jo ayogy upay se praja ko dabate haian, ve unake man mean rosh utpann kar dete haian).
