yudhishthir ke poochhane par bhishm ke dvara rajadharm ka varnan, raja ke liye purusharth aur saty ki avashyakata, brahmanoan ki adandaniyata tatha raja ki parihasashilata aur mriduta se prakat hone vale dosh

vaishampayanaji kahate haian- rajanh! tadanantar bhagavan shrikrishn aur bhishm ko pranam karake yudhishthir ne samast gurujanoan ki anumati li is prakar prashn kiya. yudhishthir bole- pitamah! dharmajn vidvanoan ki yah manyata hai ki rajaoan ka dharm shreshth hai. maian ise bahut b da bhar manata hooan, atah bhoopal! ap mujhe rajadharm ka upadesh kijiye. pitamah! rajadharm sampoorn jivajagat ka param ashray hai; atah ap rajadharmoan ka hi vishesh roop se varnan kijiye. kurunandan! raja ke dharmoan mean dharm, arth aur kam tinoan ka samavesh hai, aur yah spasht hai ki sampoooorn mokshadharm bhi rajadharm mean nihit hai. jaise gho doan ko kaboo mean rakhane ke liye lagam aur hathi ko vash mean karane ke liye akuansh hai, usi prakar samast sansar ko maryada ke bhitar rakhane ke liye rajadharm avashyak hai; vah usake liye pragrah arthath usako niyantrit karane mean samarth mana gaya hai. prachin rajarshiyoan dvara sevit us rajadharm mean yadi raja mohavash pramad kar baithe to sansar ki vyavastha hi big d jay aur sab log dukhi ho jaean. jaise sooryadev uday hote hi ghor andhakar ka nash kar dete hai, usi prakar rajadharm manushyoan ke ashubh acharanoan ka, jo unhean puny lokoan se vanchit kar dete hai, nivaran karata hai. atah bharatashreshth pitamah! ap sabase pahale mere liye rajadharmoan ka hi varnan kijiye; kyoanki ap dharmatma mean shreshth hai. parantap pitamah! ham sab logoan ko ap se hi shastroan ke uttam siddhant ka jnan ho sakata hai. bhagavan shrikrishn bhi apako hi buddhi mean sarvashreshth manate haian.
bhishmaji ne kaha- mahan dharm ko namaskar hai. vishvavidhata bhagavan shrikrishn ko namaskar hai. ab maian brahmanoan ko namaskar karake sanatan dharmoan ka varnan arambh karooanga. yudhishthir! ab tum niyamapoorvak ekagr ho mujhase sampoorn rooph se rajadharmoan ka varnan sunoan, tatha aur bhi jo kuchh sunana chahate ho, usaka shravan karo. kurushreshth! rajaoan ko sabase pahale praja ka rajjan arthath use prasann rakhane ki ichchha se devataoan aur brahmanoan ke prati shastroankt vidhi ke anusar bartav karana chahiye ( arthath vah devataoan ka vidhipoorvak poojan tatha brahmanoan ka adar-satkar kare ). kurukulabhooshan! devataoan aur brahmanoan ka poojan karake raja dharm ke rrin se mukt hota hai aur sara jagat usaka samman karata hai.
beta yudhishthir! tum sada purusharth ke liye prayatnashil rahana. purusharth ke bina keval prarabdh rajaoan ka prayojan nahian siddh kar sakata. yadyapi kary ki siddhi mean prarabdh aur purusharth - ye donoan sadharan karan mane gaye hai, tathapi maian purusharth ko hi pradhan manata hooan. prarabdh to pahale se hi nishchit bataya gaya hai. atah yadi arambh kiya hua kary poora n ho sake athava usamean badha p d jay to isake liye tumhean apane man mean duahkh nahian manana chahiye. tum sada apane apako purusharth mean hi lagaye rakho. yahi rajaoan ki sarvottam niti hai. saty ke siva doosari koee vastu rajaoan ke liye siddhikarak nahian hai. satyaparayan raja ihalok aur paralok mean bhi sukh pata hai.
