raja ke liye mitr aur amitr ki pahachan tatha un sabake sath nitipoorn bartav ka aur mantri ke lakshanoan ka varnan


yudhishthir ne poochha-pitamah! jo chhote-se-chhota kam hai, use bhi bina kisi ki sahayata ke akele manushy ke dvara kiya jana kathin ho jata haian. phir raja doosare ki sahayata ke bina mahanh rajy ka suchalan kaise kar sakata hai? atah raja ki sahayata ke liye jo sachiv (mantri) ho, usaka svabhav aur acharan kaisa hona chahiye? raja kaise mantri par vishvas kare aur kaise par n kare? bhishmaji ne kaha-rajan! raja ke sahayak ya mitr char prakar ke hote haian-1-saharthan 2-bhajaman 3-sahaj aur 4-kritrim[1] inake siva, raja ka ek paanchavaan mitr dharmatma purush hota hai vah kisi ek ka pakshapati nahian hota hai aur n donoan pakshoan se vetan lekar kapatapoorvak donoan ka hi mitr bana rahata hai.
jis paksh mean dharm hota hai, usi or vah bhi ho jata hai athava jo dharmaparayan raja hai, vahi usaka ashray grahan kar leta hai. aise dharmatma purush ko jo karyan n rooche, vah usake samane nahian prakashit karana chahiye; kyoanki vijay ki ichchha rakhane vale kabhi dharmamarg se chalate haian aur kabhi adharmamarg se. uparyukt char prakar ke mitroan mean se bhajaman aur sahaj- ye bichavale do mitr shreshth samajhe jate hai, kiantu shesh do ki or se sada sashag rahana chahiye. vastav mean to apane kary ko hi drishti mean rakhakar sabhi prakar ke mitroan se sada satark rahana chahiye. raja ko apane mitroan ki raksha mean kabhi asavadhani nahian karani chahiye; kyoanki asavadhan raja ka sabhi log tiraskar karate haian. bura manushy bhala aur bhala manushy bura ho jaya karata hai. shatru bhi mitr ban jata hai aur mitr bhi big d jata hai; kyoanki manushy ka chitt sadaiv ek -sa nahian rahata. atah usapar kisi bhi samay koee kaise vishvas karega? isaliye jo pradhan kary ho use apani aankhoan ke samane poora kar deni chahiye. kisi par bhi kiya hua atyant vishvas dharm aur arth donoan ka nash karane vala hota hai aur sarvatr avishvas karana bhi mrityu se badhakar hai. doosaroan par kiya hua poora-poora vishvas akal mrityu ke saman hai; kyoanki adhik vishvas karane vala manushy bhari vipatti mean p d jata hai. vah jisapar vishvas karata hai, usi ki ichchha par usaka jivan nirbhar hota hai. isaliye raja ko kuchh chune hue logoan par vishvas to karana chahiye par unaki or se sashag bhi rahana chahiye. tat! yahi sanatan niti ki gati hai. ise sada drishti mean rakhana chahiye.
