ganatantr rajy ka varnan aur usaki niti


yudhishthir ne kaha- parantap bharatanandan! apane brahman, kshatriy, vaishy, aur shoodroan ke dharmamay achar, dhan, jivika ke upay tatha dharm adi ke phal bataye haian. rajaoan ke dhan, kosh, kosh-sangrah, shatruvijay, mantri ke gun aur vyavahar, praja varg ki unnati, sandhi-vigrah adi chhah gunoan ke prayog, sena ke bartav, dushtoan ki pahachan, satpurushoan ke lakshan, jo apane saman, apane se hin tatha apane se utkrisht haian- un sab logoan ke yathavath lakshan, madhyam varg ko santusht rakhane ke liye unnatishil raja ko kaise rahana chahiye - isaka nirdesh, durbal purush ko apanane aur usake liye jivika ki vyavastha karane ki avashyakata- in sab vishayoan ka deshachar aur shastr ke anusar sankshep mean dharm ke anukool pratipadan kiya hai. buddhimanoan mean ksheshth pitamah! apane vijaya-bhilashi raja ke bartav ka bhi varnan kar diya hai. ab maian ganoan (ganatantr rajyoan)- ka bartav evan vritant sunana chahata hooan. bharat! ganatantr-rajyoan ki janata jis prakar apani unnati karati hai, jis prakar apas mean matabhed ya phoot nahian hone deti, jis tarah shatruo par vijay pana chahati hai aur jis upay se use suhridoan ki prapti hoti hai- ye sari batean sunane ke liye meri b di ichchha hai. maian dekhata hooan, sanghabaddh rajyoan ke vinash ka mool karan hai apasi phoot. mera vishvas hai ki bahut- ye manushyoan ke jo samuday haian,unake liye kisi gupt mantrana ya vichar ko chhipaye rakhana bahut hi kathin hai. ‘paranpat rajan in sari batoan ko maian poorn roop se sunana chahata hooan. kis prakar ve sangh ya gan apas mean phootate nahian haian,yah mujhe bataiye.

bhishm ji ne kaha-bharat shreshth! nareshvar! ganoan mean, kulo mean tatha rajaoan mean vair ki ag prajvalit karane vale ye do hi dosh haian-lobh aur amarsh. pahale ek manushy lobh ka varan karata hai (lobhavash doosare ka dhan lena chahata hai), tadanantar doosare ke man mean amarsh paida hota hai; phir ve donoan lobh aur amarshan se prabhavit hue vyakti samuday, dhan aur jan ki b di bhari hani uthakar ek-doosare ke vinashak ban jate haian. ve bhed lene ke liye guptacharoan ko bhejate haian, gupt mantranaean karate tatha sena ekatr karane mean lag jate haian. sam, dam aur bhedaniti ke prayog karate haian, tatha jan-sanhar, apar dhanarashi ke vyay evan anek prakar ke bhay upasthit karane vale vividh upayoan dvara ek-doosare ko durbal kar dete haian. sanghabaddh hokar jivan-nirvah karane vale ganarajy ke sainikoan ko bhi yadi samay par bhojan aur vetan n mile to bhi ve phoot jate haian. phoot jane par sabake man ek-doosare ke viparit ho jate haian aur ve sabake sab bhay ke karan shatruoan ke adhin ho jate haian. apas mean phoot hone se hi sangh ya ganarajy nasht hue haian. phoot hone par shatru unhean anayas hi jit lete haian; atah ganoan ko chahiye ki ve sada sanghabaddh-ekamat hokar hi vijay ke liye prayatn karean. jo samoohik bal aur purusharthan se sampann haian, unhean anayas hi sab prakar ke abhisht padarthoan ki prapti ho jati hai. sanghabaddh hokar jivan-nirvah karane vale logoan ke sath sangh se bahar ke log bhi maitri sthapit karate haian.
