yadi kisi garib ne ek-adh dharm-kary ke liye char paise diye aur kisi amir ne usi ke liye sau rupaye diye to logoan mean donoan ki naitik yogyata ek hi samajhi jati hai. parantu yadi keval “adhikaansh logoan ka adhik sukh’’ kisamean hai, isi bahari sadhan dvara vichar kiya jay to ye donoan dan naitik drishti se saman yogyata ke nahian kahe ja sakate.“adhikaansh logoan ka adhik sukh’’ is adhibhautik niti-tattv mean jo bahut b da dosh hai, vah yahi hai ki isamean karta ke man ke hetu ya bhav ka kuchh bhi vichar nahian kiya jata; aur yadi antasth hetu par dhyan dean to is pratijna se virodh kh daho jata hai ki, adhikaansh logoan ka adhik sukh hi nitimatta ki ekamatr kasauti hai. kayada-kanoon banane vali sabha ke banaye hue kayadoan ya niyamoan ki yogyata-ayogyata par vichar karate samay, yah janane ki kuchh avashyakata hi nahian ki sabhasadoan ke antahkaranoan mean kaisa bhav tha- ham logoan ko apana nirnay keval is bahari vichar ke adhar par kar lena chahiye ki inamean kayadoan se adhikoan ko adhik sukh ho sakega ya nahian.

parantu, ukt udaharan se yah saph saph dhyan mean a sakata hai ki, sabhi sthanoan mean yah nyay upayukt ho nahian sakata.hamara yah kahana nahian hai ki “adhikaansh logoan ka adhik sukh ya hit’’ vala tattv bilakul hi niroopayogi hai. keval bahy parinamoan ka vichar karane ke liye isase badhakar doosara tattv kahian nahian milega. parantu, hamara yah kathan hai ki, jab niti ki drishti se kisi bat ko nyay athava anyay kahana ho tab keval bahy parinamoan ko hi dekhane se kam nahian chal sakata, usake liye aur bhi kee batoan par vichar karana p data hai, atev nitimatta ka nirnay karane ke liye poornataya isi tattv par avalanbit nahian rah sakate, isaliye isase bhi adhik nishchat aur nirdosh tattv ko khoj nikalana avashyak hai.

gita mean jo yah kaha gaya hai ki“karm ki apeksha buddhi shreshth hai ’’ [1] usaka bhi yahi abhipray hai. yadi keval bahy karmo par dhyan dean to ve bahudha bhramak hote haian. “snan-sandhya, tilak-mala’’ ityadi bahy karmoan ke hote hue bhi “pet me krodhagri’’ ka bh dakate rahana asambhav nahian hai. parantu yadi hriday ka bhav shuddh ho to bahy karmoan ka kuchh bhi mahattv nahian rahata hai; sudama ke “muthi bhar chaval”’ sarikhe atyant alp bahyakarm ki dharmik aur naitik yogyata, adhikaansh logoan ko adhik sukh dene vale hajaroan man anaj ke barabar hi, samajhi jati hai. isi liye prasiddh jarman tattvajnani kaant[2]ne karm ke bahy aur drishy parinamoan ke taratamy-vichar ko gaun mana hai evan nitishastr ke apane vivechan ka arambhakarta ki shuddh buddhi (shuddh bhav) hi se kiya hai. yah nahian samajhana chahiye ki adhibhautik sukh-vad ki yah nyoonata b de bade़ adhibhautik- vadiyoan ke dhyan mean nahian aee.
