dharm adharm ke niyam isaliye rache gaye haian. ki lokavh‍yavahar chale aur donoan lokoan me kalh‍yan ho, ith‍yadi. isi prakar kaha hai ki dharm-adharm sanshay ke samay jnani purush ko bhi– lokayatra ch drashh‍tavh‍ya dharmashchath‍mahitani ch.‘’lokavh‍yavahar, nitidharm aur apana kalh‍yan-in bahari batoan ka taratamh‍y se vichar karake’’[1] phir jo kuchh karana ho, usaka nishh‍chay karana chahiye; aur vanaparv mean raja shibi ne dharm adharm ke nirnayarth isi yukti ka upayog kiya hai[2]. in vachanoan se pragat hota hai ki samaj ka uth‍karsh hi sthitaprajn ke vh‍yavahar ki’ bahy niti hoti hai; aur yadi yah thik hai to age sahaj hi prashh‍n hota hai ki adhibhautik vadiyoan ke is adhikaansh logoan ke adhik sukh athava (sukh shabh‍d ko vh‍yapak karake ) hit ya kalh‍yanavale nitittv ko adhh‍yath‍m-vadi bhi kh‍yoan nahian sh‍vikar kar lete? chauthe prakaran mean hamane dikhala diya hai ki, is ‘adhikaansh logoan ke adhik sukh’ sootr mean buddhi ke ath‍maprasad se hone vale sukh ka athava unh‍nati ka aur paralauki kalh‍yan ka anh‍tarbhav nahian hota-isamean yah b da bhari dosh hai. kinh‍tu ‘sukh’ shabh‍d ka arth aur bhi adhik vh‍yapak karake yah dosh anek aanshoan mean nikal dala ja sakega; aur niti-dharm ki nith‍yata ke samh‍badh mean oopar di huee adhh‍yatmik upapatti bhi kuchh logoan ko vishesh mahath‍v ki n janchegi.

isaliye nitishash‍tr ke adhh‍yatmik aur adhibhautik marg mean jo mahath‍v ka bhed hai, usaka yahaan aur tho da sa khulasa phir kar dena avashh‍yak hai. niti ki drishti se kisi karm ki yogh‍yata, athava ayogh‍yata ka vichar do prakar se kiya jata hai:-(1) us karm ka keval bahy phal dekhakar arthath yah dekh karake ki usaka drishh‍y parinam jagath par kh‍ya hua hai ya hoga; aur (2) yah dekh kar ki us karm ke karane vale ki buddhi arthath vasana kaisi thi. pahale ko adhibhautik marg kahate haian doosare mean phir do paksh hote haian aur in donoan ke prithak nam hai. ye siddhanh‍t pichhale prakaranoan mean batalaye ja chuke haian. ki, shuddh karm ko shuddh rakhane ke liye vh‍yavasayath‍k arthath kary ka nirnay karane vali buddhi bhi sthir, sam aur shuddh rahani chahiye. in siddhanh‍toan ke anusar kisi ke bhi karmoan ki shuddhata jaanchane ke liye dekhana p data hai ki usaki vasanath‍mak-buddhi shuddh hai ya nahian, aur vasanath‍mak-buddhi ki shuddhata jaanchane lagean to anh‍t mean dekhana hi p data hai ki vh‍yavasayath‍mak buddhi shuddh hai ya ashuddh. saraansh, karth‍ta ki buddhi arthath vasana ki shuddhata ka nirnay, anh‍t mean vh‍yavasayath‍mak buddhi ki shuddhata se hi karana p data hai[3].
