yadi kshatradharm nasht ho jay to praja ki raksha kaise hogi saraansh yah hai ki niti ke samany niyamoan se hi sada kam nahian chalata; nitishastr ke pradhan niyam- ahiansa- mean bhi kartavy-akartavy ka sookshm vichar karana hi p data hai. ahiansa dharm ke sath kshama, daya, shaanti adi gun shastroan mean kahe gaye haian; parantu sab samay shaanti se kaise kam chal sakega? sada shaant rahane vale manushyoan ke bal-bachchoan ko bhi dusht log haran kiye bina nahian raheange. isi karan ka pratham ullekh karake pralhad ne apane nati, raja bali se kaha haiah-

n shreyah satatan tejo ne nityan shreyasi kshama.
tasmannityan kshama tat panditairapavadita..

sadaiv kshama karana athava krodh karana shreyaskar nahian hota. isiliye, he tat! panditoan ne kshama ke liye kuchh apavad bhi kahe haian[1]. isake bad kuchh maukoan ka varnan kiya gaya hai jo kshama ke liye uchit hai; tathapi prahlad ne is bat ka ullekh nahian kiya ki in maukoan ko pahachanane ka tattv ya niyam kya hai. yadi in maukoan ko pahachane bina, sirph apavadoan ka hi koee upayog kare, to vah duracharan samajha jayega; isaliye yah janana atyant avashyak aur mahattv ka hai ki in maukoan ko pahachanane ka niyam kya hai. doosara tattv "saty" hai, jo sab desho aur dharm mean bhali-bhaanti mana jata aur praman samajha jata hai. saty ka varnan kahaan tak kiya jave? ved mean saty ki mahima ke vishay mean kaha hai ki sari srishti ki utpati ke pahale 'rrit' aur 'saty' utpann hue; aur saty hi se akash, prithvi, vayu adi panchamahabhoot sthir haian.- "rritantr satyan chabhiddhatapasoadhyajayat"[2], "satyenotabhita bhoomiah"[3]. "saty" shabd ka dhatvarth bhi yahi haian- 'rahane vala' arthat jisaka kabhi abhav n ho' athava 'trikal abadhit'. isiliye saty ke vishay mean kaha gaya hai ki 'saty ke siva aur dharm nahian hai.'. ki 'nasti satyatparo dharmah[4] aur yah bhi likha hai kiah-

ashvamedhasahasran ch satyan ch tulana dhritamh.
ashvameghasahasradi satyamev vishishyate..

"hajar ashvamegh aur saty ki tulana ki jay to saty hi adhik hoga"[5]. yah varnan samany saty ke vishay mean hua. saty ke vishay mean manuji ek vishesh bat aur kahate haian[6]:-

vachyartha niyataah sarve va damoola vagviniah sritaah.
taan tu yah stenayedvachan s sarvasteyakrinnarah..

"manushyoan ke sab vyavahar vani se hua karate haian. ek ke vichar doosare ko batane ke liye shabd ke saman any sadhan nahian haian. vahi sab vyavaharoan ka ashray-sthan aur vani ka mool sota hai. jo manushh‍y usako malin kar dalata hai, arthat jo vani ki pratarana karata hai, vah sab pooanji hi ki chori karata hai" isaliye manune kaha hai ki 'satyapootaan 'vadedvachan'[7]- jo saty se pavitr kiya gaya ho, vahi bola jay. aur dharmoan se saty hi ko pahala sthan dene ke liye upanishad mean bhi kaha hai 'satyan vad. dharm char'[8]. jab banoan ki shayya par p de bhishm pitamah shaanti aur anushasan parvoan mean, yudhishthir ko sab upadesh de chuke; tab pran chho dane ke pahale" satyeshu yatitavyan "vah satyanhi paraman balan" is vachan ko sab dharmoan ka sar samajhakar unhoanne saty hi ke anusar vyavahar karane ke liye sab logoan ko upadesh kiya hai[9].
