jab raja durbal manushyoan ko yathavashyak vastuean dekar pichhe svayan bhojan karata hai, tab v durbal manushy balavanh ho jate haian. vah tyag raja ka dharm kaha gaya hai. jab raja samooche rashtr ki raksha karata hai, dakoo aur luteroan ko mar bhagata hai tatha sangram mean vijayi hota hai, tab vah sab raja ka dharm kaha jata hai. priy-se-priy vyakti bhi yadi kriya athava vani dvara pap kare to raja ko chahiye ki use bhi kshama n kare arthat use bhi yathayogy dand de. jo aisa bartav hai, vah raja ka dharm kahalata hai. jab raja vyapariyoan ki putr ke saman raksha karata hai aur dharm ki maryada ko bhang nahian karata, tab vah bhi raja ka dharm kahalata hai. jab vah rag aur dvesh ka anadar karake paryapt dakshina vale yajnoan dvara shraddhapoorvak yajan karata hai, tab vah raja ka dharm kaha jata hai. jab vah din, anath aur vriddhoan ke aansoo poanchhata hai aur is bartav dvara sab logoan ke hriday mean harsh utpann karata hai, tab usaka vah sadbhav raja ka dharm kahalata hai. vah jo mitroan ki vriddhi, shatruoan ka nash aur sadhu purushoan ka samadan karata hai, use raja ka dharm kahate hai. raja jo premapoorvak saty ka palan karata hai, pratidin bhoodan deta hai aur atithiyoan tatha bharan-poshan ke yogy vyaktiyoan ka satkar karata hai, vah raja ka dharm kahalata hai. jisamean nigrah[1] aur anugrah[2] donoan pratishthit hoan, vah raja ihalok aur paralok mean manovaanchhit phal pata hai.

mandhata! raja dushtoan ko dand dene ke karan yam tatha dharmikoan par anugrah karane ke karan unake liye parameshvar ke saman hai. jab vah apani indriyoan ko sanyam mean rakhata hai, tab shasan mean samarth hota hai aur jab sanyam mean nahian rakhata, tab maryada se niche gir jata hai. jab raja rritvik, purohit aur achary ka bina avahelana ke satkar karake unako uchit bartav ke sath apanata hai, tab raja ka dharm kahalata hai. jaise yamaraj sabhi praniyoan par samanaroop se shasan karate haian, usi prakar raja ko bhi bina kisi bhedabhav ke samast prajaoan par vidhipoorvak niyantran rakhana chahiye. purushapravar! raja ki upama sab prakar se hajar netroan vale indr se di jati hai; atah raja jis dharm ko bhalibhaanti samajhakar nishchit kar deta hai vahi shreshth dharm mana gaya hai. rajan! tum savadhan hokar kshama, vivek, dhriti aur buddhi ki shiksha grahan karo. samast praniyoan ki shakti tatha bhalaee-buraee ko bhi sada janane ki ichchha karo. samast praniyoan ko apane anukool banaye rakhana, dan dena aur mithe vachan bolana sikho. nagar aur bahar gaanv vale logoan ki tumhean is prakar raksha karani chahiye, jisase unhean sukh mile. tat! jo daksh nahian hai, vah raja kabhi praja ki raksha nahian kar sakata; kyoanki yah rajy ka sanchalan roop atyant dushkar kary bahut b da bhar hai. rajy ki raksha to vahi raja kar sakata hai, jo buddhiman aur shooravir hone ke sath hi dand dene ki niti ko bhi janata ho. jo dand dene se hichakata ho, vah napuansak aur buddhihin naresh kadapi rajy ki raksha nahian kar sakata.
