aisa bartav karane vale vijn purush ke shatru bhi prasann ho jate haian aur usake sath maitri sthapit kar lete haian. isake bad man ko vash mean rakhane vala shaddh buddhi aur aishvaryakami bhoopal apane mantriganoan ke gun aur avagun ki pariksha kare. jinake sath koee n koee sambandh ho, jo achchhe kul mean utpann, vishvasapatr, svadeshiy, ghoos n khane vale tatha vyabhichar dosh se rahit hoan, jinaki sab prakar se bhalibhaanti pariksha le li gayi ho, jo uttam jativale, ved ke marg par chalane vale, kee pidhiyoan se rajakiy seva karane vale tatha ahankar shoony ho, aise hi logoan ko apani unnati chahane vala aishvaryakami purush mantri banave. jinamean vinayayukt buddhi, sundar svabhav, tej, virata, kshama, pavitrata, prem, dhriti aur sthirata ho, unake in gunoan ki pariksha karake yadi ve rajakiy karyabhar ko sanbhalane mean praudh tatha nishkapat siddh hoan to raja unamean se paanch vyaktiyoan ko chunakar arth mantri banave. rajanh! jo bolane mean kushal, shauryasampann, pratyek bat ko thik-thik samajhane mean nipun, kulin, sattvayukt, sanket samajhane vale, nishthurata se rahit (dayalu), desh aur kal ke vidhan ko janane vale tatha svami ke kary evan hit ki siddhi chahane vale hoan, aise purushoan ko sada sabhi prayojanoan ki siddhi ke liye mantri banana chahiye. tejohin mantri ke sampark mean rahane vala raja kabhi kartavy aur akartavy ka nirnay nahian kar sakata.

vaisa mantri sabhi karyoan mean avashy hi sanshay utpann kar deta hai. isi prakar jo mantri uttam kul mean utpann hone par bhi shastroan ka bahut kam jnan rakhata ho, vah dharm, arth aur kam se sanyukt hokar bhi gupt mantrana ki pariksha nahian kar sakata. vaise hi jo achchhe kul mean utpann nahian hai, vah bhale hi anek shastroan ka vidvan ho, kiantu nayak rahit sainik tatha netrahin manushy ki bhaanti vah chhote-chhote karyoan mean bhi mohit ho jata hai- kartavya kartavy ka vivek nahian kar pata. jisaka sankalp sthir nahian hai, vah buddhiman, shastrajn aur upayoan ka janakar hone par bhi kisi kary ko dirghakal mean bhi poora nahian kar sakata. jisaki buddhi khoti hai tatha jise shastroan ka bilkul jnan nahian hai, vah keval mantri ka kary hath mean le leene matr se saphal nahian ho sakata. vishesh karyoan ke vishay mean usaka diya hua paramarsh yukti sangat nahian hota hai. jis mantri ka raja ke prati anurag n ho , usaka vishram karana thik nahian hai atah anurag rahit mantri ke samane apane gupt vicharo ko prakat n kare. vah kapati mantri yadi gupt vicharoan ko jan le to any mantriyoan ke sath milakar raja ko usi prakar pi da deta hai, jaise ag hava se bhare hue chhedoan me ghusakar samooche vri़ksh ko bhasm kar dalati hai. raja in sab bartavoan ko vahi mantri ko usake sthan se hata deta hai aur rosh mean bharakar vani dvara us par akshep bhi karata hai parantu phir ant mean prasann ho jata hai. raja ke in sab bartavoan ko vahi mantri sah sakata hai, jisaka usake prati anurag ho. anurag shoony mantriyoan ka krodh vajrapat ke saman bhayankar hota hai.
