jin shatruoan ke man mean sandeh utpann ho gaya ho, unake nikatavarti sthanoan mean rahana ya ana-jana sada ke liye tyag de. raja un par kabhi vishvas n kare; kyoanki is jagath mean usake dvara tiraskrit ya kshatigrast hue shatrugan sada badala lene ke lie sajag rahate haian. deveshvar! surashreshth! nana prakar ke vyavahar chatur logoan ke aishvary par shasan karana jitana kathin kam hai, usase badhakar dushkar karm koee nahian hai. vaise bhinn-bhinn vyavahar chatur logoan ke aishvary par bhi shasan karana tabhi sambhav bataya gaya hai, jabaki raja manoyog ka ashray le sada isake liye prayatnashil rahe aur kaun mitr hai tatha kaun shatru; isaka vichar karata rahe.

manushy komal svabhav vale raja ka apaman karate haian aur atyant kathor svabhav vale se bhi udvign ho uthate haian; atah tum n kathor bano, n komal bhi ho jao. jaise jal ka pravah b de veg se bah raha ho aur sab or jal-hi jal phail raha ho, us samay nadi tat ke vidirn hokar gir jane ka sada hi bhay rahata hai. usi prakar yadi raja savadhan n rahe to usake rajy ke nasht hone ka khatara bana rahata hai. purandar! bahut-se shatruoan par ek hi sath akraman nahian karana chahiye. sam, dan bhed aur dand ke dvara in shatruoan mean se ek-ek ko bari-bari se kuchal kar shesh bache hue shatru ko pis dalane ke liye kushalata poorvak prayatn arambh kare. buddhiman raja shaktishali hone par bhi sab shatruoan ko kuchalane ka kary ek hi sath arambh n kare. jab hathi, ghode़ aur rathoan se bhari huee aur bahut- se paidaloan tatha yantroan se sampann, chhah[1] aangoan vali vishal sena svami ke prati anurakt ho, jab shatru ki apeksha apani anek prakar se unnati hoti jan p de, us samay raja dusara koee vichar man mean lakar prakat roop se dakoo aur luteroan par prahar arambh kar de. shatru ke prati samaniti ka prayog achchha nahian mana jata, balki gupt roop se dand niti ka prayog hi shreshth samajha jata hai. shatruoan ke prati n to komalata aur n un par akraman karana hi sada thik mana jata hai. unaki kheti ko chaupat karana tatha vahaan ke jal adi mean vish mila dena bhi achchha nahian hai. isake siva, sat prakritiyoan par vichar karana bhi upayogi nahian hai (usake liye to gupt dand ka prayog hi shreshth hai).

raja vishvast manushyoan dvara shatru ke nagar aur rajy mean nana prakar ke chhal aur paraspar vair-virodh ki srishti kar de. isi tarah chhah vesh mean vahaan apane guptachar niyukt kar de; parantu apane yash ki raksha ke liye vahaan apani or se chori ya gupt hatya adi koee pap karm n hone de. bal aur vritrasur ko marane vale indr! prithvi ka palan karane vale raja log pahale in shatruoan ke nagaroan mean vidhipoorvak vyavahar mean layi huee niti ka prayog karake dikhavean. is prakar unake anukool vyavahar karake ve unaki rajadhani mean sare bhogoan par adhikar prapt kar lete haian.
