rashtr ki raksha tatha vriddhi ke upay


yudhishthir ne poochha-bharatashreshth nareshvar! ab maian yah achchhi tarah janana chahata hooan ki rashtr ki raksha tatha usaki vriddhi kis prakar ho sakati hai, atah ap isi vishay ka varnan karean.

bhishmaji ne kaha-rajanh! ab maian b de harshan ke sath tumhean rashtr ki raksha tatha vriddhi ka sara rahasy bata raha hooan. tum ekagrachitt hokar suno. ek gaanv ka, das gaanvo ka, bis gaanvoan ka, sau gaanvoan tatha hajar gaanvoan ka alag-alag ek-ek adhipati banana chahiye. gaanv ke svami ka yah kartavy hai ki vah gaanv valoan ke mamaloan ka tatha gaanv mean jo-jo aparadh hote hoan, un sabaka vahi rahakar pata lagave aur unaka poora vivaran das gaanv ke adhipati ke pas bheje. isi tarah das gaanvoan vala, bis gaanv vale ke pas aur bis gaanvoan vala apane adhinasth janapad ke logoan ka sara vritaant sau gaanvoan vale adhikari ko soochit kare. (phir sauan gaanvoan ka adhikari hajar gaanvoan ke adhipati ko apane adhikrit kshetroan ki soochana bhejean. isake bad hajar gaanvoan ka adhipati svayan raja ke pas jakar apane yahaan aye hue sabhi vivaranoan ko usake samane prastut kare). gaanvoan mean jo ay athava upaj ho, vah sab gaanv ka adhipati apane hi pas rakhe (tatha usamean se niyat aansh ka vetan ke roop mean upabhog kare). usi mean se niyat vetan dekar use das gaanvoan ke adhipati ka bhi bharan-poshan karana chahiye, isi tarah das gaanv ke adhipati ko bhi bis gaanvoan ke palak ka bharan-poshan karana uchit haian. jo satkar prapt vyakti sau gaanvoan ka adhyaksh ho vah ek gaanv ki amadani ko upabhog mean la sakata hai. bharatashreshth! vah gaanv bahut b di basti vala manushyoan se bharapoor aur dhan-dhany se sampann ho. bharatanandan! isaka prabandh raja ke adhinasth anek adhipatiyoan ke adhikar mean rahana chahie. sahasr gaanv ka shreshth adhipati ek shakhanagar ( kasbe )- ki ay pane ka adhikari hai. us kasbe mean jo ann aur suvarn ki ay ho usake dvara vah ichchhanusar upabhog kar sakata hai. use rashtravasiyoan ke sath milakar rahana chahie. in adhipatiyoan ke adhikar mean jo yuddh sambandhi tatha gaanvoan ke prabandh sambandhi kary sauanpe gaye hoan unaki dekhabhal koee alasyarahit dharmajn mantri kiya karean. athava pratyek nagar mean ek aisa adhikari hona chahie jo sabhi karyoean ka chiantan aur nirikshan kar sake jaise koee bhayankar grah akash mean nakshatroan ke oopar sthit ho paribhraman karata hai usi prakar vah adhikari uchchatam sthan par pratishthit hokar un sabhi sabhasad adi ke nikat paribhraman kare aur unake kary ki jaanch-p datal karata rahe. us nirikshak ka koee guptachar rashtr mean ghoomata rahe aur sabhasadh adi ke kary evan manobhav ko janakar usake pas sara samachar pahuanchata rahe. raksha ke kary mean niyukt hue adhikari log prayah hisank svabhav ke ho jate haian. ve dusaroan ki buraee chahane lagate haian aur shathatapoorvak paraye dhanaka apaharan kar lete haiaian aise logoan se vah sarvarthachintak adhikari is sari praja ki raksha karean. raja ko mal ki kharid-bikri, usake mangane ka kharch, usamean kam karane vale nauankaroan ke vetan, bachat aur yog -kshem ke nirvah ki or drishti rakhakar hi vyapariyoan par kar lagana chahie.
